HISD's Decentralization Reform (Part 3: Decentralization and Student Achievement)

This brief provides evidence on the relationship between HISD's decentralization reforms and student achievement.

The third portion of Houston Education Research Consortium's research into Houston ISD's decentralization shows the realities of what decentralization in the 1999-00 school year caused, specifically with state testing. 

One of the findings in the brief below concludes decentralization was not related to increasing test scores of students and was also not related to passing rates of economically disadvantaged students, black or Hispanic students.
