This snapshot explores what recovery for Harris County residents looked like approximately one year after Hurricane Beryl. More than 8,900 residents were surveyed in June and July 2025 about their recovery status, return to normalcy, attitudes toward disaster preparedness, and trust in government officials and leaders, agencies, and electric utility providers to effectively respond to future storms.
Key findings
- A majority of residents (89%) said they have either mostly or completely recovered.
- Residents’ degree of recovery varied significantly by income.
- Twenty-eight percent of residents making less than $25,000 said they were only somewhat or not at all recovered from Beryl.
- In contrast, just 4% of residents making $100,000 or more said the same.
- A majority of residents (72%) felt at least moderately prepared for a future disaster. Perceived preparedness was closely tied to both income and recovery status.
- Trust in federal government agencies to respond effectively to future disasters was the lowest.
- Local officials and leaders were generally viewed as more reliable than state officials, federal agencies and electric utility providers.
