Part 1: Teacher Exits from HISD

The first of two studies, this brief examines the Houston Independent School District's Effective Teachers Initiative, which aimed to provide better information to principals about teacher effectiveness via more rigorous and comprehensive teacher evaluations. Prior to the ETI, ineffective teachers were slightly more likely to exit HISD than effective teachers and there was no difference in exit rates for ineffective teachers between high- and low-achieving schools. The two studies also looks at the impact of the initaitive on student achievement.

Part 2: Teacher Exits and Student Achievement

The second of two studies on the Effective Teachers Initiative, this report documents how much the compositional effect on exiting teachers improves student achievement. Though the report documents a positive effect on achievement operating through the change in the composition of exiting teachers, it is very small. Even though the ETI has created a noticeable divergence in exit rates between low- and high-performing teachers, there are still many effective teachers who exit.
