William Fulton
William Fulton is the director of the Kinder Institute for Urban Research at Rice University and the author of several books, including "Guide to California Planning," "The Reluctant Metropolis" and "Talk City: A Chronicle Of Political Life In An All-American Town." Fulton came to Rice University from California where he served as the planning director for the City of San Diego. He formerly served as mayor, deputy mayor and a member of the city council in the city of Ventura, Calif.

Luis Guajardo
Luis is an urban and regional planning professional dedicated to fostering more equitable and sustainable communities. He leads the policy research team at the Kinder Institute for Urban Research, supporting communities with research at the intersection of planning, design and urban economics.


John Park
Han "John" Park is a research fellow in the Urban Development, Transportation and Placemaking program at Rice University's Kinder Institute for Urban Research. His research fields are affordable housing programs, real estate economics, transportation planning, and hazard reduction and recovery.

Kyle Shelton
Kyle Shelton is the director of strategic partnerships at Rice University's Kinder Institute for Urban Research, where he leads research on urban development, transportation and placemaking, as well as on urban and metropolitan governance. Shelton has a Ph.D. in American history from The University of Texas at Austin. His research focuses on how the intersections of transportation, urban development and policy shape the built and natural environments of cities in the past and today. He is the author of "Power Moves: Transportation, Politics and Development in Houston." His areas of expertise include transportation, urban development and planning policy.

Stephen Averill Sherman
Steve is a researcher at the Kinder Institute for Urban Research. He employs mixed-methods approaches to research land-use planning, policing, community development, and housing, among other topics.
